Assembly Faces Full Agenda

The Kodiak Island Borough Assembly will fill two seats on the Solid Waste Advisory Board at tonight’s meeting. Mayor Jerome Selby makes the appointments, but the assembly must approve them.

There are five residents seeking the two positions, four of whom were interviewed briefly by the assembly at its work session last week. They were Mary Forbes, Cindy Harrington, Laurie Murdock and Nick Troxell. Marjorie Kelly is the fifth applicant. Another applicant, Steven Honnold, withdrew his name from consideration.

The two seats are for a little over one year and two years in length, respectively. Both expire on December 31st – one in 2009, and the other in 2010. The seats on the SWAB became vacant with the resignations recently of Bill Hinkle, who is leaving town, and Dan Rohrer.

Along the lines of solid waste, a six-month recycling contract with Threshold Services in the amount of about 115-thousand dollars will be up for consideration. The base rate will be the same as the current contract in the amount of 9-thousand dollars per month for the first 30-thousand pounds of material, and 15-cents per pound after that.

Another contract that needs assembly approval is for the concept design of a new Fish and Game headquarters on Near Island. The borough received one-and-a-half-million dollars from the state this year to design the new facility, but this first contract with E-C-I-Hyer will only be for 89-thousand-700-dollars. Contracts for further architectural and engineering services will come before the assembly as needed.

The assembly may also appropriate money for a public information campaign regarding Ballot Measure Number 1, which would exempt borough assemblymembers and other officials from the new financial disclosure forms required by the state. If passed in October, borough officials would file the older form with the borough clerk’s office.

There will be a public hearing over the rezoning 20 acres of land in Bell’s Flats in the Russian Creek Subdivision from business to Rural Residential. The Planning and Zoning Commission had previously given its approval to rezoning the four parcels.

Also scheduled for tonight is the quarterly report from the Alaska Aerospace Development Corporation, which was cancelled last month.
