United States Coast Guard Commandant Admiral Robert Papp was in Kodiak recently during a tour of the state. During the last few years, the Coast Guard has been expanding its mission in the Arctic Ocean in anticipation of climate change opening it up to more shipping, cruises ships and pleasure boat trips. There are also territorial considerations, as several Arctic nations have competing claims over potentially rich natural resources.

(Papp 1 26 sec "Part of my purpose … get additional resources.")

He said the potential for getting more money is pretty slim, given the state of the economy:

(Papp 2 31 sec "The reality that I’m … along the lines of 9/11.")

IF he did have extra money to spend, Papp said it would go to modernize the Arctic fleet:

(Papp 3 41 sec "What I would do is … is to have icebreakers.")

Papp was promoted to commandant in late May, relieving Admiral Thad Allen.
