The Kodiak Island Borough Assembly will meet tonight (Tuesday) with the Kodiak Island Borough School Board in a joint work session to discuss budgetary issues. Projections for fiscal year 2013 will be discussed in detail.
Some discussion will likely focus on how to finance the new high school which is expected to cost more than $76 million. The district says 99 percent of the funding will come from the sale of general obligation bonds and that the state will likely reimburse 60 percent of the interest paid out on those bonds. The district calculates that the borough would have to increase property taxes by 2.5 mills to fund its share.
The assembly will also address its own agenda. Up for discussion are the options for restructuring the leachate treatment system as part of the landfill expansion. Leachate is basically garbage juice. The borough needs to decide how to deal with it: they can either construct a pipeline from the landfill to the waste water treatment site or construct a leachate treatment facility at the landfill. CH2MHill has put together an estimate that projects the 15 year cost of both options: a pipeline to the waste water treatment facility will cost the borough about $2 million more than constructing an on-site facility at the landfill.
The meeting will be held at 7:30 p.m. in the borough assembly chambers.
