Former Kodiak Island Borough Assemblyman Reed Oswalt paid a visit to his former colleagues at Thursday’s assembly work session, but it wasn’t a social call. He was there to inform the assembly of two issues affecting his property off Monashka Bay Road. One was the diversion of drainage water from borough land onto his property, and the other was the amount of garbage blowing over from the nearby landfill.

— (Drainage 1 33 sec "There was not water going through … water onto my property.")

Assemblyman Mel Stephens said he toured the site and thinks the water diversion was not a neighborly thing for the borough to do:

— (Drainage 2 22 sec "As a neighbor, you don’t do … was initially going to go.")

Assemblyman Dave Kaplan said the water diversion was bad, but found the amount of garbage from the nearby dump to be upsetting as well:

— (Drainage 3 25 sec "I was out there, and there’s … I kid you not, it’s disgusting.")

Assemblywoman Louise Stutes agreed that the stray garbage was out of line and called for the responsible parties to be admonished:

— (Drainage 4 26 sec "We have how many borough … a pretty significant reprimand.")

Borough Mayor Jerome Selby asked staff to have engineers examine how to divert the water away from Oswalt’s property. He said if borough land uphill from there is opened up for development, the runoff will only increase.
