KPD Announces Investigator in Pletnikoff Case

The Kodiak Police Department has released the name of the outside investigator looking into the case of Nick Pletnikoff, the autistic 28-year-old Kodiak man who had an encounter with three Kodiak Police officers over a month ago during which he was pepper sprayed.

According to a press release the KPD sent out this afternoon, Greg Russell of Soldotna is conducting the investigation. Russell is the owner of Russell Consulting, a public safety management consulting company. According to the group’s website, some of the services it provides are reviews of potential police liability issues and management audits of rural police departments.

Russell has also worked for the Soldtona Police Department, the Alaska State Troopers, and was a Police Chief in Kotzebue before he retired from the position.

Russell is in Kodiak this week to speak to those involved in the incident and review other details surrounding the case. KMXT will update listeners as more information comes in.
