Council Will Hear Pier III and Baranof Park Plans

The Kodiak City Council is holding a work session tonight, which looks like it’ll be dominated by a presentation on replacing Pier 3, the cargo dock.
PND Engineers of Anchorage has a 25-page report based on its geo-technical findings and offers some preliminary design recommendations. The executive summary of the report says a pile-supported dock will be needed based on newly-gathered data. Previously, PND had recommended an “Open Cell” pier, which would have been constructed of sheet-pile and backfilled with earth. The study states soil stability would be an issue, and while there are ways to mitigate that, PND now recommends traditional pilings be used.
While the state of Alaska has provided all the funds needed for construction of the new dock, changes at this stage of design will result in higher costs. The other option will be to shorten the dock by 50-feet on its eastern end.
With a new dock will come a new cargo crane, though Horizon Lines, which leases the facility, will be supplying that. It will allow containers to be stacked higher on cargo ships calling on Kodiak.
The city council will also get a Power Point presentation from the Parks and Recreation Advisory Board on its recommendations for Baranof Park priorities.
The meeting starts at 7:30 in the down stairs borough building conference room. The council will hold a regular meeting on Thursday.
